Could this Memphis apartment shooting have been prevented?

One person was reportedly shot outside the Trezevant apartment complex in Memphis Sunday night, July 30, 2017.
According to WREG News, the shooting occurred “around 10:30 p.m. at Trezevant Apartments near the high school.” WMC News 5 reports, one person was transported to Regional Medical Center with injuries. The victim’s current condition has not been released.
