Neptune Beach Men Injured in Ocean Oaks Apartment Shooting; Security Failure?

Could this Neptune Beach apartment shooting have been prevented and are justice and compensation available to the victims?

Security measures are in question after two men were shot “outside the Ocean Oaks Apartments, on Seagate Avenue near Penman,” November 12, 2018, according to First Coast News. A neighbor told media his friend was simply “taking out the trash when gunfire erupted.”

Both victims “were taken to Memorial Hospital…in stable condition,” per News 4 JAX reports. Their identities and current conditions have not been released.
