A shooting outside the Hampton Harbors apartment complex reportedly claimed the life of 20-year-old Kevin Neal and left two others injured Wednesday, October 19, 2016. According to The Daily Press, the fatal shooting occurred at the “Hampton Harbors apartments, a complex managed by a private company across the street from Hampton University’s campus.” The Daily Press reports that “Hampton University sent out a news release Thursday afternoon, stating that the three men involved in the shooting were not HU students, despite the apartment complex’s proximity to campus.”

  • How did the gunmen gain entry to the property? What security measures, such as bright lighting, gated-entry, security patrols, and surveillance cameras, were in place to deter crime at the time of the shooting?

Generally, property owners are required to protect all residents and guests legally on the premises from any foreseeable harm.
