Could this senseless West Columbia gas station shooting have been prevented and are justice and compensation available to the victim?

Security measures are in question after an argument escalated into gunfire “at a Valero gas station on Meeting Street Tuesday,” October 16, 2018, according to The State.

Police told FOX 57, the gunman “shot a person multiple times before leaving the crime scene…in a grey/silver Chevrolet HHR.” The victim’s identity and current condition have not been released.
